Original Characters for Street Fighter
They are fan-made characters for Street Fighter fanfic. They are not official Street Fighter Characters created by Capcom. If I get Street Fighter 6 for the PS4, I will create them in the Avatar creator mode of the game.
It is not uncommon for creators to introduce original characters into an established franchise or universe. In the case of Capcom and Street Fighter, they could certainly create new, original characters that are not from the game. This could add new depth and variety to the Street Fighter universe, and potentially attract new fans to the franchise.
However, it is important for creators to be careful when introducing new characters into an established franchise. The new characters must fit seamlessly into the existing lore and feel like they belong in the same universe as the established characters. They should also be well-designed and well-developed, with unique personalities, backstories, and abilities that make them interesting and engaging to fans.
If Capcom and Street Fighter were to introduce original characters, they would need to do so in a way that respects the existing fanbase while also bringing something fresh and exciting to the franchise.

Backstory:
He is the prince of Orion, the leader of the planet's military force, and a powerful & ruthless warrior in the arena. He was Jealous of his brother and rejected by his mother because of his competitive and volatile nature.
He staged a decisive coup, killed his mother and younger brother, took the crown, and ruled over his people with an iron fist. He became a cruel and sociopathic Alien Warlord who subjugates planets under his rule and enslaves alien races to force them to fight in a gladiatorial arena to become members of his army.
When he was monitoring planets for powerful lifeforms, he found that earth had two warriors with dark supernatural energy with destructive power(Satsui no Hado and Psycho Power) to use to rule the universe in his image.

He is fighting alongside some allies and against some enemies throughout the timeline to stop Taowu and avenge his family.
